South Africa Gambling Statistics: Revenue, Online Betting and Provinces
Licensed gambling operators in South Africa kept R74.5 billion of what was staked, after paying out wins, in the year to March 2025: a quarter more than a year before, and betting was the sole driver of the growth, the National Gambling Board says. Below are the regulator's own numbers with their sources, the tax the Treasury has proposed, and figures we compile ourselves from what the studios and bookmakers we cover publish.

The market in FY2024/25
The National Gambling Board's report for the year from 1 April 2024 to 31 March 2025 puts gross gambling revenue (what operators keep after paying out wins) at R74,498,495,925, up 25.6% from R59,306,767,610 the year before. Turnover, the total staked, was R1,500,660,968,064.
Taxes and levies came to R5,812,135,921, 20.1% more than a year earlier. The same report finds that betting "was the sole driver" of the growth, while casinos, limited payout machines and bingo earned less than a year before.

How much of it is online
Six provinces (Western Cape, Mpumalanga, Limpopo, North West, Eastern Cape and Northern Cape) split their betting figures into online and retail. On that data the NGB finds that online betting made up 86% of betting revenue: R44,458,363,755 online against R7,516,569,296 counted as retail, a figure that includes all betting in the three provinces that do not split their data.
Counting the other provinces' betting as retail, the board estimates that 60% of all gambling in South Africa took place online in FY2024/25. The National Treasury's discussion paper of November 2025 reports online betting at "over 85.5 per cent" of betting revenue.
Online casino play itself is not licensed under the National Gambling Act; the online figures above are betting with provincially licensed bookmakers. What that means for the casino-style games bookmakers carry is in our guide to the law.
The four largest provinces
Shares of the national total: Western Cape 31%, Mpumalanga 30%, Gauteng 18%, KwaZulu-Natal 8%. The other five provinces share the rest.
| Province | GGR FY2024/25 | Change on FY2023/24 |
|---|---|---|
| Western Cape | R23,131,117,704 | +23.2% |
| Mpumalanga | R22,245,525,395 | +71.3% |
| Gauteng | R13,487,007,115 | +3.0% |
| KwaZulu-Natal | R6,325,971,035 | +1.9% |

The busiest quarter and the bookmakers
October to December 2024 was the year's busiest quarter: R20,365,192,636 of gross gambling revenue across all types, R14,631,418,877 of it from betting.
The number of licensed operational bookmakers fell from 349 to 315 over the year, the NGB reports: more money, fewer licensed bookmakers.
The proposed national tax on online betting
On 25 November 2025 the National Treasury published a discussion paper proposing that "a 20 per cent tax is applied on gross gambling revenue from online betting", interactive gambling included, on top of the provincial taxes, for a combined rate "between 26 per cent and 29 per cent". It estimates "over R10 billion in additional revenue" and says the main aim is to discourage problem gambling, not to raise money.
The Treasury invited comments until 30 January 2026, then extended the deadline to 27 February 2026. The 2026 Budget left it at consultation, with draft legislation to follow for public comment later in 2026; when we gathered these figures on 2 October 2026 it was still a proposal.
Phones, Android and Google
77.26% of page views in South Africa came from mobile devices in September 2026, 81.42% of mobile page views from Android, and Google sent 91.75% of search-engine referrals (StatCounter). DataReportal counts 51.7 million internet users at the end of 2025, 79.6 percent of the population.
In GeoPoll's mobile survey of June and July 2026 (496 respondents in South Africa, not weighted to the population), 58% said they had placed a bet in the past 12 months (on football, by its methodology note), 96% of bettors bet on a mobile device, and 36 percent named casino games as what they bet on most often, against 29 percent for football.
